Seems probable. And in the same interview you are referring to, Kishi also mentioned "God's Seat," which can be translated as meaning Sakura. I think I posted this before, but:
SA of Sakura derives from SA NO KAMI (田の神) or SAGAMI (田神), which is the traditional God of the Rice Fields
KURA of Sakura means seat, storehouse or vessel.
In other words, SAKURA originally meant SEAT OF THE GOD OF THE RICE FIELDS.
Kishimoto may even have said Sakura directly, but perhaps the words were then mistranslated in a translation program, as often happens with names.
Add this on to what Kishi said in his interviews:
"I will focus on Kakashi, then Sakura after that."
This didn't happen immediately, and months later he apologized:
"I got busy, but I promise Kakashi's year is coming."
And finally in 2012 we were presented with the Obito/Kakashi conflict. Is it not almost a given, then, that Sakura will also be given major development next?
And if both Hinata and Sakura get development, who wins the bet lol?
