Yea with no intel he can take down possibly a couple of them, and other kage level characters like Kisame.

With intel the only Kage level characters he can possibly take is Tsunade or people who don't match up well with him like Gai.

im not willing to argue why master water users would be able to defeat a mid level fire user, but even if for some mystical reason they couldnt, it would be 1v1 not 2v1 like in hidans case
