Deidara overpowers him. Restrict all but C1 and he still takes it.

If Deidara didn't have such a huge Aerial advantage, then I'd give it to Hiashi. But like DK said, Deidara will overpower Hiashi. Not low difficulty though. Somewhere along the lines of medium difficulty, because Deidara will still have to deal with Hiashi being able to deflect things with Rotation and avoiding Air Palms until Hiashi is tired out.

Somewhere along the lines of medium difficulty, because Deidara will still have to deal with Hiashi being able to deflect things with Rotation and avoiding Air Palms until Hiashi is tired out.

Rotation could in theory block an explosion but it won't reflect it back at deidara or anything.
Dei takes this low diff. Zex doesn't even need to come argue this i got this one lol

I just have a slightly different view of low difficulty than most. If Hiashi is able to thwart anything Deidara does and delay the inevitable for long enough, then it's past the point of low diff for me.

How does he overpower Hiashi? All his large scale jutsu like C2/C3/C4 get smashed via air palm before they even have an effect. I also have doubts about C4's nano-bombs being able to bypass a chakra layer that Hiash could enforce around his entire body. C1 is the biggest problem but the Byakugan pretty much takes away Deidara's deceptive fighting style. He can see Deidara dropping bombs even when the explosions are happening. He won't be surprised, and at the end of the day Hiashi can easily just keep preventing his own death and await the finishing of Deidara's clay, which is in fact limited. C1 won't be as big of a factor as it usually is because the small size of the explosions will easily be seen through with the Byakugan. He can Kaiten if it explodes right next to him, or simply air palm them away if they are coming in large numbers. Is their any actual way Deidara can land a genuine hit since his duplicity is irrelevant in this fight?

When Deidara take flight, it's more or less a fight of attrition, and Dei should win, Hiashi will probably tire himself out with defending (he lacks feats indicating huge chakra reserves) and Deidara won't just blindly spam his clay away.

Unless you're insinuating that neji is in a vacuum when he does rotation, air (and by extension the nano bombs) can still enter the system.

That's not how this works. Neji releases this chakra to push things away from his body, which is how it stops the kunai's, etc. Neji simply needs to keep releasing chakra from his body at bursts until he's left the field of bombs. And that's assuming he didn't destroy the C4 with Air Palm before its 'popped'.
Edit: Also, Naruto has its own physics. Neji being just fine inside does not suggest much, because chakra is not permeable in the first place.

That would just make Hiashi detect the bombs. He can't deflect them.

If we make the simple and reasonable assumption that the average needle size is the average diameter of the most popular set sold, then it turns out that the diameter is equal to 0.74mm which is the width of a Tenketsu and the stream of Chakra being release from each Tenketsu. A Micrometer is 0.001 mm. Kidomaru's web, which is thicker than the head of the average needle and hundreds of times larger than Deidara's C4 Microscopic bombs got through that Chakra layer.
