That is just their opponent is not as strong, but still considered as unfair when we are not comparing the best of the characters.

kakashi is underrated:

prodigy when younger

can use jutsu from all 5 elements - lightning, earth, water, fire, wind

highly skilled in ninjutsu and taijutsu

proficient in genjutsu

highly skilled in weaponry - kunai's, shurikens, swords, bows and arrows etc.

has a lot of experience, fought in two wars against very powerful opponents

hero at kannabi bridge in 3rd shinobi war

has a large arsenal of jutsu's - offensive, defensive etc.

strong chakra

has defeated hundreds of opponents

he's an all rounder

Yes Kakashi can beat Tsunade. One Raikiri is all he needs and he does deserve a stonehead on Mt. Rushmore

You can't use Raikiri without a sharingan, since there's tunnel vision-like effect.
