You need 50 post to make a bio before you can learn jutsus. And as for becoming a Sensei...you have to take a test I believe and past it to become one.

Make to 50 post and get a bio approved. then ask a sensei or a sempai to teach you your first element. when you get to chuunin you can learn two elements.
