Hi well the custom elemenst can be used by anyone who meets there requirements.I`m working with madar on a 20 jutsu limit per character and that 12 of them must be your charcaters jutsu and the rest can be of what ever(except bloodline traits)for now you can use them if you meet there requirements until we get the rules all worked out ok.

It cancels out many strategies..
