I am actually going with Kisame here. Looking at Hebi Sasuke's arsenal, he would have at best 5 Chidori variants, 4-5 Fire Style techs, skilled Kenjutsu and swiftness with 3-Tomoe.

One thing to note is that swift Kenjutsu doesn't mean anything significant against a high level opponent. An example is when he attempted to strike V1 Ei, only to have the sword

Then we have all of Fire Style being completely useless against his Water Style due to how overwhelming Kisame's techs are in comparison. I can only see Manda having to swallow Kisame, who can be destroyed on the inside as P1 Naruto with his clones was able to do such a thing to one of the snakes. Plus, Kisame was shown to be more overwhelming towards Bee compared to Hebi's encounter.

Good point actually regarding Manda swallowing him. Though I'm assuming Manda's use would be to counter the Dome. Hebi as a team is what the real problem is considering Kisame would have to take them all out at the same time. The worst part is Jugo here considering Kisame would try to absorb his attacks which involves him absorbing Senjutsu. He turns into a frog and we have the fact that swimming underground is not helpful with Karin being able to sense him. Manda can assist and protect them till his time is up while Sasuke prepares Kirin or even takes advantage of Water's weakness to Lightning. The sharks shouldn't be an issue when Manda can just go underground

Sasuke being able to fly would help him considering his can avoid Kisame's attacks easier than he could.

Jugo isn't a problem. Absorbing his chakra blast attacks shouldn't be an issue. Preta Path was able to absorb SM Jiraiyas Oodama Rasengan, Goemon (a colloboration technique between three senjutsu users), and Narutos FRS without turning into stone. That only occurs when the senjutsu absorbed is more then half of ones own chakra, IIRC. Manda could possibly get Hebi out of the WD, but whos to say Manda will even obey Sasuke? He'd have to place Manda in a genjutsu in order to control him. By that time, Kisame can very well have taken out Jugo or Karin. There is no proof Suegetsu can simply just merge with Kisames chakra... as that's what the water is composed of. Even if he can, Kisamehada drains him dry of his chakra, so this is a useless tactic. And I have no idea how Sasuke is going to miraculously get the time to prep Kirin; his raiton gets absorbed.

This team has nothing on Kisame.

Anyways Kisame thrashes each and every one of these losers, WD May benefit suigetsu, but don't forget when Kisame merges he absorbs suigetsu for breakfast, the others drown easily, Sasuke has nothing to take Kisame down in or out of the water

Is he's able to prepare kirin then I can see him winning, but I think the giant water dome would be enough to stop all attempts to heat up the sky, and it'd probably drown 3/4.
