1 - You don't have to be faster than a person to evade their attack. The manga has made that clear.

2 - Naruto evaded and ran by Ei while he was moving at his fastest speed. Sasuke never faced that level of speed. If you want to run by a person who stand in your way you have to be faster than them or you won't be able to run by them. That's because you are traveling a greater distance.

Sage Mode Nartuo evaded Ei's father attack and was able to hit him with his speed. At that point of time Naruto had already witnessed Ei speed and he compared the 3rd Raikage speed to Ei's speed.
