Sasuke was gonna creat Kirin with his own chakra. When he fought Itachi he was out of chakra to create it so he used katon and Itachi's amaterasu to speed up the process. Can't believe people like you still believe that wasn't Kirin.

seeing as though Sasuke performed the hand seal for a summoning jutsu and was moments away from striking the ground with his palm, it was a lot more likely he was about to summon Manda. No one wouldn't need to stop his hand if he was going to use anything other than a summoning jutsu.

one of the bigger reasons is because Sasuke wasn't even at a high enough altitude to properly control direct lightning w/o putting himself, Orochimaru, and Kabuto at considerable risk. If Sasuke could just use Kirin whenever he pleased w/o the need for the proper conditions, the readers would've saw it used more than just the one time where he did use it.
