It's not that hard to touch someone when you can instantly teleport behind him.
And the only reason he was even tagged in the first place was because Obito was mindless and didn't have knowledge on Tobirama.

He wasn't mindless dude but he didn't have control of the ten tails and I'm pretty sure Tobirama can tag sasuke and sasuke doesn't have knowledge either so I don't see your point

Yes he wasn't completely mindless but he had a hard time even knowing who he was.. and he was trying to kill everyone he can by just charging at them without taking anything into consideration.
