Using common sense, Nagato should have Madara's EMS techs since he had his Eyes and madara can use them even with the rinnegan active, But since he hasn't use them no one can go around saying he can.

Same with Sasuke, He never used it, he has never shown the ability to controll said tech.

It doesn't matter what stage the Eyes are in. Madara has one Pair of Eyes, Them Eyes were Given to Nagato, Nagato Has Madara's eyes and everything they contained.

If you have the Eyes of someone who had the sharingan "common sense" tells you or should tell you that he should be able to access them, Especially when that person who owns the Eyes proved that you can use the sharingan's techs even while their in rinnegan form.

Anyway, Sasuke never used the tech so there are two possible reasons:
1. He has the tech but doesn't like to use it
2. He doesn't have it and can't use it

Sharingan precog doesnt make him immune to it nor does it make him a master taijutsu user. Just better avoidance ability. Adding a sword wont help much because Neji has already fought Tenten, who is a weapons master which does include swords. Trying to make her irrelevant by saying she is not as good as Sasuke overall is not acceptable.

from what I can tell, both of these techniques have a very similar range compared to chidori nagashi. In fact rotation has a significantly greater range.

Because of this, and Nejis byakugan which can detect chakra flow, he has the perfect counters to that technique.

Thats because kirin is inefficient, Even if he gets it up, He needs to get at a safe distance then, Take controll of the lightning with his chakra, Then aim and fire it. Unless his target is Immobile/can barely move or is completely exhausted i can't see sasuke having time to do all that. Unless neji or anyone would sit there and watch him do it without doing anything.

So along as they stick close to sasuke not Giving him time to controll or Aim the lightning, or just stick close so he cannot fire it without getting caught in the blast himself.

Sasuke was on top of a mountain, Plus he had Amaterasu's heat speeding up the process. Be it him having manda or not he hasn't got the heat that he had during his battle with Itachi.

I assume you mean him using it Via his own chakra?, I believe he most likely can, But i doubt it would be anywhere near as threatening as fueled by real lightning and i doubt it would be as fast either.

So i don't think neji would have to much to fear from it aslong as he can block it with rotation.
