Which fights does sasuke win?
Hashirama base is a couple levels above Kage level, even with the restricts you placed Hashirama still has his ability to control Bijuus and he had 2-9 after beating Madara and 2-8 before that. His speed is either faster than Sasuke's or he's capable of fighting people faster than Sasuke since Madara speed blitz SM Naruto who is on Taka Sasuke level and Hashirama fights Madara equally in close combat. He also can heal any injuries without needing to use hand signs and has other elements besides wood element such as earth and water which makes wood, wind, fire, lightning, yin, and yang. He also have years of experiences fighting more battle harden Uchihas than Sasuke.
Tobirama Shunshin is faster than Sasuke's, his base level is levels above Sasuke's, has years experience fighting and killing more skilled Uchihas. He has powerful water jutsus capable of cutting large branches off of the god tree, skilled enough to use powerful water jutsus that require many hand signs with just 1 hand sign, is a sensory type, has much larger chakra reserve, can use shadow clones, has keen analyzing skills, and really smart (was calling the battle plan for Naruto, Sasuke, and Edo Minato).
Hiruzen as an old man was stated to be the strongest of the 5 Kages back in part 1 as stated by Kabuto so a younger Hiruzen is even more deadly. He can use all 5 elements, shadow clones, knows all non-KKG jutsus from Konoha, can breakdown jutsus very fast as he did in war arc, can pinpoint his enemy's location with only his sense of smell, extremely skilled in taijutsu and ninjutsu while also capable of dealing with genjutsus.
Minato has SM (unless you restricting that too) which is on the level Naruto's was on in Pein arc (does last long and takes time to enter like with Naruto but he has nothing preventing him from fusing with Ma and Pa toads). Minato is faster than Sasuke, has the fastest Shunshin in base and it's even faster with SM. His physical strength is pretty strong as he was able to cut almost completely thru Bee's tentacle with no leverage. His reaction is one of the fastest, capable of reaction pointblank range of A's fastest speed. Is a sensory type. Can use shadow clones, variations of Rasengan, can deduce the strength and weakness of a jutsu by seeing it once and further break it down by seeing it again. Sealing jutsu master (sealing CM is a high possibility), and has a huge reserve (SM requires it).
Tsunade using the Yin seal allows her to escape many fatal blows, she has lightning release so body Chidori wouldn't be as effective, Kakashi was able to take Kakuza lightning jutsu because he has the same element and used it to cancel the move out to some degree. Sasuke's skills are still on Jounin level as Hebi Sasuke and he only beat Deidara because he had the element advantage and even they he almost died. Tsunade fought against Edo Madara without getting her head or limbs cut off after already using a ton of chakra healing the Kages and even fought against 5 Legged Susanoo's. As shown with Sakura's punch to the ground against the mini Juubis, Tsunade can deal heavy damage to Sasuke doing the same (Hashirama even compared Sakura's power to Tsunade's when Sakura did that). Tsunade can also make use of poisons and attack the body in a medical way as shown when her student, Shizune, used poison mist against Kabuto in part 1 and when she attacked Kabuto's nervous system.
Base Hebi Sasuke against Kakashi? It's Kakashi, we see Kakashi's skills improved throughout Shippuden, sure he lost Obito's eye but that doesn't lower the skills he improved. He has higher chakra reserve as he was capable of spamming Kamui and Chidori in the war arc against Obito all before Yang Kurama gave him chakra. He can use all of the elements as well as being a great strategist. Sasuke with 3T is high jounin so that would be a closer fight while with CM and summoning jutsus he wins.
Base Hokage Naruto should be a couple levels above Kage level. In the last we see Naruto fight Toneri puppets single handily without needing to use clones which shows his taijutsu skills greatly increase; the same puppets beat Hinata's dad and his 2 body guards and Hinata's dad is high jounin with the Byakugan and uses Konoha's strongest taijutsu as stated by Lee. So the Last Naruto base was Kage level if not a level above that. That's only 2 years after war arc, add 10 years to that with the knowledge that Naruto can gain years of experiences in a day using clones to train.
Hebi Sasuke loses to all, he had a hard time against a Kage level ninja when he had the advantage, how can I see him beating Kages when he doesn't have such advantages. Both Sasuke and Suigetsu even said Sasuke only beat Orochimaru because he was weaken so that shows Sasuke wasn't ready to fight a Kage level ninja unless he has some type of advantage.
