I rank Hebi Sasuke as mid-Kage level. I see him stronger than Tsunade and Mei, and is capable of challenging if not outright defeating Gaara (depending on location).

Hell, Kakashi has been a Jonin for nearly 18 years, and you'd be hard-pressed making an argument that he has been on the same "level" for that long.

The Sannin are all Jonin too (barring Tsunade who became Hokage), so with that logic, kid Kakashi is on their level as well, which of course, is a ludicrous proposition.

You're missing the point. They are powerful enough to be on a Hokage level template, hence them being labeled Kage level. Them being Jounin has to do with their Ninja Ranks. Barely anyone reaches the Hokage "Rank" only the selected do, but that doesn't detract from the people who have abilities that contest a Kage; EX. Kakashi and Gai.

Elite-Kage

I know it gets messy, but I would classify Hebi Sasuke as a low-kage fighter.

What you fail to realize is that the Jonin rank is the highest rank possible without becoming Hokage. There can only be one Hokage, so the chances of going past the Jonin rank despite being on the Kage level are slim. Naruto, Gai, and Kakashi are Konoha's three strongest nin, and are easily Kage level yet are not actual Kage's because the Hokage seat is currently being filled. It doesn't take away from their overall power, though.

And the highest prowess of the Jonin rank is Kage-level if Kakashi and Gai are fighters that define that benchmark.

Kage is a position, but the term "Kage-level" has been coined to define fighters that have the capability to fight on-par with current Kages despite not being actual Kages, hence people like Naruto, Kakashi, and Gai. To suggest that a Mangekyo user with excellent speed, reflexes, Genjutsu prowess, Ninjutsu versatility, and a nigh undodgeable one-hit kill move is not on the Kage-level when that "tier" is diluted by the likes of old Hiruzen, Tsunade, and Mei is ludicrous.

Tobirama: Killed someone with a MS (Ina) who was rumored to be a genius in battle like his brother.

Tsunade: Overmatched Orochimaru AND was seen to heal from stab wounds.

Mei: Lava release, Water Dragon, Acid Mist release.

He beat Deidara because he had an elemental advantage. Honestly Deidara was amazing in that fight. Despite his disadvantage he pushed Sasuke to his absolute limit. And if it weren't for a little bit of a plot summon (considering hos no chakra)....Sasuke would have died as well.

And naturally Itachi wasn't going for the kill so can it truly count.
