Hebi Sasuke Is Kage Level

Orochimaru, Jiraiya and Tsunade are all kage level hence Sannin level is kage level. I'm not talking about when they first got the title. Titles don't mean anything in Naruto. Naruto hasn't been considered for kage yet, does that mean he isn't kage level?

U misunderstand. Their strength was lower than that of a kage when they got the title and as such doesn't that title doesn't represent their current strength but how strong they were when the received the name.

Naruto is stronger than how he was before but when he received that rank his strength was considered like that of a genin.
Just like how jman, oro and tsunade each have their own current ranks(sage, s-class missing nin, hokage respectively) but when they received the rank/title sanin they were weaker than your average kage.

To be fair, Sasuke taught himself the lightning ninjutsu in secret, as that was stated.

I'm not sure how much of a role Orochimaru had in developing Sasuke's genjutsu and other ninjutsu.

I'm placing Hebi Sasuke on a tier. All three Sannin are kage tiered ninjas. Who cares how strong they were when they got the title. If it was so easy becoming a Sannin, why don't all the other jounin qualify?

Current Kakashi would simply be defining the highest prowess for a Jounin, same for Darui. "kage" is also a position...

Kakashi is not on the level of the Kages.. hence why he is not Hokage level.

Naruto is the one using the power. However, when Orochimaru comes from Sasuke.. Sasuke doesn't use the power.. he has no control over it.

Of course that Sasuke had complete control over it. He has only lost control of Orochimaru when he had no chakra to supress him.

it wasn't easy becoming sannin. But its harder to become kage than it is to become sannin hence why none of the 3 were recommended to become kage until later in life.
Hebi sasuke is at best as strong as a sannin.
He might be able to beat them at that point in time but he cannot beat current oro, current tsunade current jman cuz at this point in time they are as strong as a kage.
