Low-Kage
Mid-Kage
High-Kage
Elite-Kage

I know it gets messy, but I would classify Hebi Sasuke as a low-kage fighter.

This exactly, I forgot about Sasuke using some of Oros abilities in that fight. And yes as soon as Oro is released Sasuke is F'd unless he is killed like he was by Itachi.
