Even Sasukes 3-tomoe Sharingan illusion was able to own Shee, who is skilled Genjutsu user himself. Sasuke just cant mess with the perception of time within the illusion, but its still powerful.

Considering how long Shee was affected by Sasukes 3-tomeoe Sharingan illusion, around couple of minutes. Only, it would take Sasuke few seconds to finish Oro with Amaterasu.

Paralyzed Oro would be helpless, he wouldnt be able do anything. Even if he used Kawarimi, his mind would be still affected by Sasukes Tsukiyomi.
