Nagato didn't want to fight Naruto because they were friends at that point so Kabuto had to force him to fight along with Itachi.

Ot: I think Nagato is stronger then EMS Madara when he was alive however edo Madara is basically 3 people in one body and thus he would win mid - high difficulty.

EDO Madara= EMS Madara + Hashirama + Nagato in one body.
