Its not a wanked Hiruzen. He knows and has mastered every jutsu to exist in his village besides ones he needs special sources for, like Shinos bugs and the sharingan. You don't need Byakugan to use Hyuuga techniques. You don't need a dog to use Kiba clan techniques. Ino Shika Cho techniques are not bloodline abilities (common misconception)
