Having a stable fps problem !!

hi NB
well here we go...
i just bought windows 7 proffesional 32bit
i installed all the latest drivers ( Ati , sound dx etc etc )
the problem is ,when i run Modern warfare 1 or modern warfare 2 i always get 60 fps not lower not higher ( it is stuck at 60 fps ) i tried lowering resoultion and all other settings and it is the same it wont increase at all
i max the graphics and it is still 60
my pc specs :
4870hd asus ati
4gb ram
core 2 due 2.66
p35A
windows 7 proff (original not pirated)
i tried searching for some answers but i cant find any ...
i used a command to max the fps to 125 but it didnt work either
ps:
1)before i formate my pc the fps used to be stuck at 91 in MW 1
2) i also tried overclocking my gpu but it didnt help
3)i am using fraps to record the fps
so plz any suggestions and thx in advance
