Ever Hokage, maybe not Tsunade, was said to be powerful then the previous Hokage before them. So I would go with Minato. The First Hokage was said to beat Madara, the Second Hokage is said to be stronger the First, and Third stronger than the Second and Fourth stronger than the Third. But also you can't count the battle with the First and Madara. The First Hokage had help from his wife Mito defeating Madara and Madara was only using the battle to gain the First DNA. But we can count the battle with the Fourth Hokage being that Tobi/Madara was using the time to actually destroy the Leaf Village, so we have to assume that Tobi/Madara was using so form of his true power or strength.
