I disagree, I think he was the best hokage. Every hokage makes mistakes but he kept his optimism....even thought it was somewhat a false hope, he never gave up.
It depends on what you mean by best...he was the type of leader that everyone considered a hero, a father figure, and a good man
Tobirama was a realist, he was the type that didn't care much for public appearance and just did what had to be done. Sure he got his work done, but he's not the one that people would feel comfortable with. He was cold and calculated. I'm not saying he's bad, he's just not a heroic figure like hashirama was.
It's like the difference between Teddy Roosevelt and Taft or JFK and LBJ
