Well, Jiraiya also had a scroll which sealed fire because he couldn't do a similar jutsu on his own. Ever though he had such a scroll because he didn't have any sealing jutsu and needed some (eg. bijuu sealing ones) on hand? For all we know, that scroll simply had a shit load of forbidden techs anyway...


not everyone needs to have sealing jutsu, it's not a requirement of a shinobi at all.
