Was Hashirama the "strongest shinobi after the Sage"? No. One of the most powerful? Hell. Yeah. He defeated EMS Madara (who was NOT trying to die) and Kurama by himself. Hashirama was stated to be the strongest ninja in the world in his time. he could perfectly control multiple Tailed Beasts. He was a BAMF; no doubt about it.
he said "i want to test something". meaning he wanted to use mokuton to see how good it is in battle with some high level people and to test the nine tails jin.

As many people have said, it was stated in the manga that the 3rd was the strongest hokage in history and that he was the strongest kage of his generation. Thats pretty damn powerful. Therefore, we can conclude that the 3rd > hashirama.
Also, in his fight against hashirama, I think madara made a huge mistake in using the kyuubi because hashirama could simply put it under his control using his mokuton jutsu, and therefore turn the kyuubi against madara.
I have to heartily agree, purely based on results, first, he beat the strongest Uchiha in Madara (which at that time was one of the strongest clans in the ninja world) who had EMS as well as controlled the Kyuubi (who is the strongest bijuu), I mean what more proof is needed.
