Yeah, I'm a Hiruzen Fanboy, but based on hype and reputation Hashirama is stronger.
He fought EMS Madara, with the Rinnegan (he awakened the Rinnegan LATER into the fight, meaning he awakened it, but didn't utilize it as much as his EMS due to his late activation), plus Madara had the Kyuubi by his side.
Hashirama tamed Bijuus like pets, and was able to distribute every Bijuu to one of the five great nations as a symbol of National Hospitality:
"At some point, Hashirama gained control of several tailed beasts. He spread these beasts to other, newly-formed villages in an attempt to maintain peace and equalise the powers between the nations, but it did not stop the outbreak of the First Shinobi World War."

He possessed raw power that out shined any ninja. Hiruzen is an excellent technical fighter, has a great deal of skill, but I doubt is stronger than Hashirama.
Iruka praised Hiruzen as the strongest Hokage? Yes he was a strong Hokage, but Iruka wasn't alive to even witness Hashirama's strength or power, so we can't use that statement as a valid tool of juxtaposing Hiruzen and claiming him superior to Hashirama. Hiruzen without a doubt was a beast, but Hashirama>or=Hiruzen.
