Top Tier, yes. God tier no I agree. He isn’t immune to genjutsu so I don’t see why Koto wouldn’t work against him.

Doesn't koto work by suggesting to do something and its biggest power is that user can't know that he is being manipulated? If so at best it can make hashirama avoid fighting his opponent. I mean who would be convinced that he should kill himself especially when it doesn't involve illusions.
