I question your reading skills if you actually asked if Naruto has truly surpassed Mianto. It was quite obvious that he surpassed Minato 100 chapters ago.

My point is that Kurama being suppressed is not impressive because Kurama was suppressed Kushinas chains and had half his sealed and was still overwhelming Minato.

Kurama was only referring to Naruto's chakra molding and dispersion abilities, you are jumping to conclusions. Minato doesn't have strong chakra like Kushina to suppress Kurama, he has to do it the hard way. And he did it twice in the manga while Kurama was whole and not just his Yang half.
