has naruto and sasuke surpassed the first and second hokage ?

naruto has maybe surpassed the 2nd, but no way that anyone could surpass the first at so young age, sasuke has surpassed some kazekage or some other kage.
The 4th hadnt surpassed the first.... naruto got a long way to go, and sasuke got a longer way.

they are both close to hokage lv strength but I wouldn't place them above the first and second hokages.

the 1st was just to awosome with mokuton and the 2nd was so good with water.
naruto must be atleast at the level of the 4th in terms of raw power not skill yet
sasuke i would say he's almost at the same level has naruto.
but still they need some training.

Personally I'd assume they're both on par with the Second...but then again, we don't really know enough about him.
That said, we do know the First was the stronger of the two brothers, and we're told that Minato was the strongest of all the Hokages...

I would say they are already in kage level. Being in kage level doesn't mean to be the strongest among kages. Both of them surpassed Tsunade for example. Naruto was enough to defend village himself. He is more than enough to be Hokage now. But if you consider intelligence and experiece, he has more way to go yet. He has to be Hokage later than his father, because he is baaka.
Killing Nagato counts strongly for something. I don't care about his chakra level or Naruto's knowledge about some of his jutsu, it still took an unbelievable amount of ability to defeat him. Naruto and Nagato both did things the other didn't expect, and Naruto beat him. Going into a fight informed of your enemy is not a mark against you, rather it's a mark for you.
Both Naruto and Sasuke are at Kage level, neither has surpassed the 1st Hokage, but I don't know enough about the second.

I won't say that Naruto and Sasuke aren't skilled (because, hell, they are skilled), but I wouldn't be sure enough to say if either one of them had surpassed the first and second Hokage.
Perhaps the second, but I sincerely doubt the first, as the first was on the same level as Madara in his prime. (Or so it is hinted.)

id say naruto and sasuke are on s rank level and you could argue as naruto a sage he
higher than s rank and since he became sage he has become to use his head more and be
more itelligent when fighting so he is of no contrast to his actual ranking of gennin but he
aint the level of 1st as he yet to control his beast.

Quite personally the 1sts main strength was in controlling the beasts.
Strip the 1st of his beasts and he becomes much weaker, maybe this is why the 2nd hokage got the job when the 1st was still very young, hell the 3rd got the job when both brothers were still strong!!
