Has Itachi lost his eye and powers?

Yes his eye is sealed. The reason the Manga keeps showing his eye regenerating is because we are viewing Kabuto's reality where he keeps going back in time. On the last page we see the real reality where Itachi is holding Kabuto's head and his eye has been sealed.
Regardless of all this it doesn't really matter anyway since he has set the parameters of Izanami to only break the loop when edo is ended therefor returning Itachi's soul back to the pure world where he really wants to be. Notice he doesn't give a shit about anything but ending edo cuz he just wants to be dead. He doesn't want to talk to Sasuke or anyone else, the only things you ever hear him say is a bunch of spaced out jibberish.

Itachi can cut his head off and it should grow back as Deidara would....
