Well actually, Naruto made the jump from Genin to Hokage, without climbing the ladder. According to Kishi. Kage is a rank that can be bestowed by either a previous Kage, Damiyo or a vote of the council of Jonins of the village.

You have to graduate the Academy to make Genin. Jump through hoops in multiple scenarios to become Chunin. Fulfill various unspecified criteria to become Jonin. But Kage, you can just be picked by those in power.

Hashirama chose Tobirama.

Tobirama chose Hiruzen, in the middle of a mission no less.

Hiruzen chose Minato.

Jonin and Elders confirmed Tsunade.

Kakashi was likely picked by Tsunade.

And Naruto picked by Kakashi.

Lee was confirmed to be a Jonin by Gaiden/Boruto.

Was it actually stated that Naruto jumped from genin to hokage? Only The Last says that he was still a genin after the war and Kishi pretty much ignores it.

Highest Ninja rank once was Jonin and even the strongest of the Jonin would be selected as Kage.

Sai - barely low-Jounin
Hinata - low-Jounin
Shikamaru - mid-Jounin
Kiba - mid, maybe even high-Jounin, though that's kinda pushing it. Really the most underrated K11 member.
Chouji - mid/high-Jounin
Sakura - low-Kage
Lee - mid-Kage, if he has 7th Gate on Gai's level he's high-Kage.

Mostly because Shino, Ino and Kiba get completely ignored in the story, while Hinata at least has some stuff in The Last.

Shino is seen in ch700, as a teacher in the academy. They were usually Chuunin like Iruka and Mizuki, and Kiba seems to stupid to be a Jonin. Ino just doesn't seem strong enough.


Also because she's a Jonin.

Add in other S-Rank ninjas like Kinkaku, Ginkaku, Kakuzu, Hanzo, Deidara, the Ame Orphans etc.

And you can see, the standards for Jonin in the Leaf are pretty fricken low. Casual reminder than Kabuto held the rank of Genin for more than a decade while he worked for Danzo, before he left to join Orochimaru. While Shizune, another medical ninja is considered a Jonin by official standards.

Or Zabuza nearly killed Kakashi 2x in their two fights. One with a water clone + water prison jutsu, and another with a thicker hidden mist jutsu to avoid genjutsu.

There is a notable disparity. Ranks don't matter, but they don't hold weight in the Leaf for shit.

According to the Bolt movie databook Hinata is a Chunin. Her being an elite Jonin from birth is BS since she was considered a loser.

i think hinata should be jonin, id assume after war arc they still practiced being ninjas and went on missions and improved
but we got no feats for tenten/shino/kiba etc who got little to nothing, or showed little improvement since pt 1&2 so its hard to say even though theyre adults now
