half of the kyuubi's chakra

everyone says that naruto only has half of the kyuubis chakra because only half of it was sealed inside of him but everyone's chakra is fully replenished over time so i think that overtime naruto actually has aquired the full nine-tailed beasts chakra. is thre anyone who agrees with me or is my idea just ludacris?

Half is sealed , and half can be used , he cant used chakra that he dont have
