Hakuba got caught in his tracks by Robin and was basically at her mercy. What has Hakuba done other than beat fodders?(Dellinger included) Zoro is currently fighting a Top executive without really being pressured at all, while Hakuba couldn't get pass Barts barrier and got no sold by Robin. When i read the manga however, i look the underneath of the underneath and like i've said, when you re-read the entire dressrosa once again, Hakuba's hype and portrayal is currently above Zoro's. He will control it soon. Oda dedicated an entire chapter(Half and Half) to set it up for a future event. Hakuba even said he was hungry of battle, so unsatisfied yet. Would probably be satisfied after a major fight Oda is reserving for him. It's not for nothing he is the only uninjured one from the alliance we still don't know the full abilities. 1. Fashion Punk isn't Gladius's strongest move, Punk Super Arena is. I doubt that Fashion Punk is even stronger than Punk Rock Fest. Bartolomeo even said that Cavendish would have died if he got caught in the explosion.1- We don't know if he would have died and judging by how his ultimate move didn't killed Bartolomeo, i doubt he would have
2- That move requires huge prep time. Cavendish had always been busy either because of his underlings, Bartolomeo and Robin, giving time to Gladius to seal the entire zone, something he only noticed when it was too late. He couldn't have pulled it off in a 1 on 1. It's like saying Konan is Obito's level because she almost defeated him with a prepped move. Infact the only time they were finally about to get their 1 on 1, Bartolomeo disturbed them.
3- The fight against Gladius was Bartolomeo's fight. The simply fact Cavendish didn't have his proper fight yet, the simple fact, Cavendish is the only one from the alliance who is still uninjured without having showcased the full extent of his strength, the simple fact Oda dedicated a chapter to show a semi-control of Hakuba from Cavendish should tell you he is reserving him for something even bigger for him

3. Cavendish isn't going to gain control of Hakuba that fast, it wouldn't make sense. He will do so later in the series.
By soon i mean during this arc and i doubt Zoro will get stronger(let alone much stronger) by the end of this arc. 2- There were plenty of underlings. Hell even in latest chapter, we've seen once again that there were some left to try and take Gladius' corpse. Cavendish said that Gladius was walking all around the battlefield, messing with the ground(at the time not knowing what Gladius was preparing). What do you think Cavendish was doing when he was doing all that? It's a move that requires prep time
3- Hakuba showed unsatisfaction. He said he was hungry for battle and that this "war" was the perfect opportunity to satisfy his killing intent. He disliked getting restrained by Cavendish and want to go out and satisfy his fury by killing some more. The chapter half and half was to tell Cavendish will control Hakuba soon and both Cavendish will be finally satisfied after a major battle, Cavendish because he seeks popularity and Hakuba simply because he is a killer maniac
Someone who's on the same level as Dellinger was terrified just by feeling Zoro's strength, so I don't get how that point can help you to say that Hakuba is above Zoro. Robin can't stop Zoro as he can overwhelm her with his strength and free himself.1- Cavendish matched Chinjao strength-wise and Hakuba is supposed to be 2times stronger
2- One swing of his blade one shoted a high tier fighter(Dellinger)
3- He was mentally struggling when Robin was holding him, so it doesn't mean much
4- Robin can momentarily stop Zoro too
