Hakuba wins very high difficulty. Zoro is getting there
Hakuba's garbage. All he has is a speed feat in the lowest block of the Colosseum battle. Come back when Hakuba shows he can hang with a drugged up fish man underwater. Robin stopped him dead in his tracks and restrained him, we know Zoro is stronger than Robin so restraining Hakuba wouldn't be a problem, and we don't know how fast Zoro is but his reaction time is great and that's what he'd need most. He could just let Hakuba blitz him, react and counter without ever needing to match speed.

1- Cavendish matched Chinjao strength-wise and Hakuba is supposed to be 2times stronger
2- One swing of his blade one shoted a high tier fighter(Dellinger)
3- He was mentally struggling when Robin was holding him, so it doesn't mean much
4- Robin can momentarily stop Zoro too

1.Sai broke his dad's head does that mean he's as strong as Luffy or Zoro?
2.We can't really call someone we've seen almost nothing from top-tier. He beat Bellamy big deal. People keep hyping Bellamy because he came back, Bellamy was leagues below Luffy the first time, and he still is. That punch that hit Luffy, Luffy didn't use Armament Haki to block it he just took it, so everyone saying Bellamy hurt Luffy with his Haki is ignoring the fact Luffy took the hit. Dellinger was beat in what 5 panels, 6 maybe. He's not really top-tier, he isn't even top-tier in his own group his mid tier in the Donquioxte Pirates.
3.Not initially, when she caught him he was full Hakuba.
4.Temporarily being the key word here, while she held Hakuba/Cavendish permanently, there was no sign he had any hope of breaking free, where as Zoro from everything he's shown us would break the grip. He'd just go Gorilla if he had to.

Hakuba's not bad, but he's not where people put him and he's not a match for Zoro. Zoro would win mid-diff until Cavendish can learn to use/control Hakuba to his advantage, right now it's too sporadic and unpredictable.

1- In terms of destructive capacity, yes he is as strong if not even stronger than them(at least by feats, he is better than them by far). You said Hakuba only had speed. It was to show you he has strength as well
2- I said high tier, not top tier.
3- And? He was caught by a new ability. How was he supposed to know he should break it right away? Are we going to forget Robin's first introduction how she made a fool of Sanji, Zoro, Luffy and co with her ability?
4- There were no sign because he was mentally struggling, switching constantly between Cavendish and Hakuba, not allowing him to exert much strength and Cavendish himself having no reason to try to break through the ability of someone he was considering an ally

Also what if Zoro had more strength than Cavendish? Pretty certain Zoro has more strength than Law too, but Law is more powerful than him. Strength isn't everything

1. So? Luffy low diffed Chinjao and Zoro is close to Luffy in terms of strength. Durandal was starting to bend, so Chinjao had the advantage, and I don't recall Chinjao even putting Arament on his head.

2. Dellinger is lower high, not high, and he wasn't even paying attention to Hakuba. Meanwhile, Zoro one shotted Monet, who was paying attention to him.

3. He still didn't show the strength to break free.

4. The difference is that Zoro can break free.

Zoro wins no doubt. Hakuba is completely overrated, he is complete trash against M3. Base Cavendish cant even beat Gladius, and Hakuba has shown nothing to be put ahead of Zoro. And the fact that somebody actually voted for him is ridiculous, its clear as day who has been portrayed to be stronger.

1- Luffy mid-high diffed Chinjao, not that far from the difficulty Zoro would give him. His gear one and second moves weren't working and he had to use a new gear3 move to defeat a Chinjao who tried to overpower his own move(when he could have dodged) and self admitted later to be tired. Durandal was starting to bend because of the low quality of the sword, not Cavendish's strength that matched him equally. Chinjao's attack was named and he was trying to kill Luffy before the start of C-block battles. Obviously he had to be exerting a lot of strength. He even complimented Cavendish's strength later

2- No, Dellinger is a high tier. He shouldn't be far off Lao G's strength, someone who defeated weakened Chinjao. Paying attention or not, Gladius told him to stand back because he knew he stood no chance

3- Because he never tried

4- And?

Dellinger is a fodder, he would get one shotted by M3 just like he got one shotted by Hakuba. Cavendish hasn't shown anything to be put on Zoros level and the fact that Hakuba who is supposed to be two times stronger hasn't shown anything putting him>M3 should just prove that he is far from there level no matter if its a 2x boost.

1. Chinjao got low diffed by Luffy. He never even landed a single hit on Luffy and Luffy only needed to use 2-3 Gear Second attacks and one Gear Third attack to win. Durandal is a legendary sword, so I don't know why you would call it low quality. Fujitora complimented Zoro's attack, so I guess Zoro is admiral level now.

2. Dellinger is not in the same tier as Bartolomeo, Gladius, Robin, Franky, Cavendish, and Sai. Neither is Lao G.

3. When Punk Super Arena was in action, Cavendish had regained control.

Matching Luffy's strength again and again

And in the end he was only defeated by Luffy's strongest one hit gear third attack to date(outside grizzly magnum maybe) Thor Elephant and that's even because he tried to overpower Luffy's attack. Who knows what would have happened if he simply dodged or did something else?

Anyway depending on how you rate difficulty, this at least shows that it was withing the mid-high difficulty range.

2- Lao G is stronger than Robin, probably Franky too. I don't see them beating even weakened Chinjao

3- And Cavendish consider Robin as an ally. No reason for him to try to break through by force
