Hard to say, cannon is riddled with plot holes. Like how zabuza said that haku is faster and stronger then him and demonic ice mirrors was like supposed be blitz teleportation speed but sasuke somehow gained the speed to match base haku by just learning chakra control, yet sakura and naruto, who did the same chakra control excercises didn't gain anything from it.
Like lee said that even if you can see a person with your sharingan, doesn't mean that you can keep up or react if your body aint quick enough to do so and proved the theor true during that battle. But sasuke was able to magically react to haku's teleportation speed just by activating his sharingan, even though his body shouldn't have had such capabilities. Major plot hole.
Zabuza said that haku was faster than hiim, yet zabuza's speed kept up with sharingan no kakashi, so than how can sasuke react to haku's speed and still not be able to react to genin lee WITH WEIGHTS, even though lee is slower than kakashi? Plot hole
Logically, the only people in the konoha twelve at the chuunin exam stage that can keep up have a chance against haku's teleportation speed are 5 gates lee, 124 palms neji (super fast against kidomaru's spiders, watch anime scene, that was way too fast), and that's about it really, if you exclude plot holes off course. Plus mass hyoton would take care of the battlefield, check the ice jutsu he used to kill his father and the mob when he was 6 years old, what do you think he could do after getting trained by zabuza.
