Well if we consider Konan has that sea of bomb paper, then Haku has no chance versus her, but we must also consider Konan was way older, with war experience, battles, she knew a lot of techniques thanks to Jiraiya.

Haku is pretty strong also, but I dont think he can beat her, considering if he uses his ice mirror prison, Konan could probably just cover all of the mirrors with paper and explode them or something like that, or just make one paper fly away from the prison and escape from there.

what she did to tobi she set that up took her some time. thats not something sure could drop of at the drop of a hat hakus Bloodline Limit is better than her paper style.

Haku has never shown the ability to freeze an opponent, his only ice jutsus are the ice barrier and ice mirrors.

Haku isn't as fast as you are making him out to be. Pre-chunnin exam sasuke can dodge him, pre-chuunin exam KN0 Naruto is faster. current lee without gates is faster. Konan keeps up with haku's speed just fine.
