Six pains>Haku and Zabuza even if sm Naruto fought them one at a time. The sage with ease.

I'm going to go with he starts in base form, like you said. And then pretend like he never has enough time to do so. Haku is toast for base Naruto-- he was beaten by him as Naruto's first opponent according to Kakashi. Zabuza's mist would present a problem for non-sensing Naruto, but Naruto could create enough clones so that Zabuza couldn't attack one without giving away his position, or he could do a trick like turning himself into a shruikan and being thrown... in the end I'd have to go with base Naruto anyway. Haku and Zabuza were left too far behind.
