If we have to be specific/precise then Hagoromo has never said Kaguya was the strongest ever, he only said that she was stronger then anyone else.

^^ there was no word "ever" so it is assumption. Hagoromo compared everyone including Ten tails to her, but it would be far-fetched to say he compared her to his jinchurki state as he never had chance to see full extent of his power due to lack enemy or threat which could force him to.

She was stronger than any one else means the same exact thing.

He can freely travel through time and space after death, also...learn how reverse summoning works. Someone summons him, and he has no one to do that for him.
