what setsuna uchiha did, was completely different from what the uchiha clan was going to do. Do you know why? Because tobirama didn't put any blame on the uchiha, he was simply cautious of them. He didn't treat them like secondary citizens. However, under hiruzen's reign, due to danzo plotting against the uchiha (since they would be in his way to become the hokage, since uchiha liked hiruzen very much), everything ****ed up. And they were starting to be treated bad. And thats when they said enough is enough. So again, it all happened because hiruzen was a weak leader, not because he was weaker than others (considering he was the strongest guy alive during his hokage reigns).


He was simply again, keeping an eye on them in case another madara pops up. He wasn't going to exterminate them.
