No, Izanagi is a derivative of COAT, it doesn't mean Hagoromo can use it. Just like Tsukuyomi being a derivative of IT, it doesn't mean Kaguya can use Itachi's genjutsu, even Kaguya had the Byakugan but only knew how to use chakra fists.

Hago doenn't have he same knowledge and skill in ninjutsu like the Uchiha and Senju because it didn't exist in his time, so he would most likely be restricted to traditional Rinnegan and RSM feats in their raw form like 6 Paths, TSB and making bijuus. But yes, he's overpowered af hence why shinobi refer to him as a god.
