If Hagoromo had to raise his chakra against Naruto or Sasuke, would every technique they have be meaningless before Creation of All Things if he can just imagine something and create it?

Something overpowered and broken like Izanagi is compared to COAT so it kinda implies that COAT can erase and re-imagine any form of reality before it.

Also it makes me wonder if Hagoromo created his "Rikudou Tools" using COAT. He could just call out anyone's name and they are sealed for eternity

Also I think if Hagoromo had to fight Kaguya again as he is now, he'd solo her.

1. Defeating an full powered Kaguya without any borrowed chakra. And Hagoromo had to create those seals to defeat their mother too.

2. Creating the moon while he was dying. He was at his lowest point in chakra.

So the only thing we can see Hagoromoo doing with COAT is what naruto did to kakashi's eyes. Which is create living creatures.
