We really don't know the powers of the seals. It is shown that the seals were returned to Hagoromo.

at least it is more noticeable on Sasuke as he has his Rinnegan, which he occasionally turns off.
As for Naruto, It is possible that he still has them but rather not use them as they are pretty destructive. Instant heals included as that's very chaotic. I guess he is just playing fair.

For levitation, he walks around instead of flying, although it is confusing during fights. Does he fly towards his enemies or are his legs are just that powerful that it appears as though he is flying directly towards them? There could also be that he just being humble and fair. Dislikes to be seen as above anyone and avoids fighting altogether. Even when Momoshiki crashed the exam party.


I refuse to acknowledge that he truly has lost it as that would mean that Sasuke retaining his rinnegan is just a plot tool or rather that Naruto has to be nerfed so that he can be on equal terms with Sasuke.

I do believe that it is the former. During their clash at VotE, we can see Naruto levitating and having some TSOs.
So losing the seals mean that their RS abilities resided within the seals themselves.

Some may argue that it is due to depleting their chakra. While that may be possible considering that that is what has happened with Kakashi, it can still be argued that that they never did completely lose them as Sasuke still has his. We know that he has ran empty on several occasions even during the VotE fight as we can see him having to sap out chakra from Naruto just to still be participating in the fight.

I think Naruto just never bothered with his RS abilities and thus regressed into what he is more comfortable. At any given time, he could have fought with his Avatar mode (3 headed Kuruma) but never did so. I believe he would finally use his RS abilities if the stakes are high, like Alliance War high stakes rather than just being in a different dimension fighting 2 stragglers that Sasuke managed to keep in pace with alone.
