In terms of Rinnengan development + Juubi Jin power. Hagaromo can't be touched (Not even by kaguya). While true Hagromo said his mother had more power than him this could mean either 2 things:
1) Raw Power (Chakra)
or
2) Him without Juubi.
Either way lets truly look at the insane abilities Hagaromo did as a free power up Ghost.
1) Strongest Space + Time Fuinjutsu to date:
This guy literally lived through the ages of time to give the most powerful power up BAR juubi-jin abilities and undoubtedly tripled Sasuke and Naruto's powers simultaneously. He wasn't even alive any more meaning it was a fraction of his power stored away.
When you really analyze that, how strong do you think Hagaromo really was when he was alive and in his prime? I mean the power up he gave allowed Sasuke and Naruto to successfully combat his mother. Imagine if Hagaromo was there at 100% with juubi jin power.
2) Strongest Summoning to date:
The man literally revived Ancient kage with no (DNA, item identifications) so they can assist him in pulling Naruto and sasuke back from another dimension.
The fact that he was able to just "THINK" these ancient kage into existence and pull them from the pure world is just insane.
Keep in mind these two things were done as a ghost with a fraction of his power. To me this truly shows you just how powerful Hagaromo really was ASWELL as the level of Rinnengan control he had. Im pretty convinced no one will ever reach his level of rinnengan control.
