Not sure if Guy is to be considered Kage level or not though..

I'd say Guy is low-kage (Kakashi) tier.
He'd have a chance if he used 7 gates though. If he used all 8, he'd probably win (well, it would kinda be a tie, since using all 8 gates would kill him ).
