Haha, sorry to disappoint! My gut instinct goes with the Mizukage. Jokey Boy is pretty damn fast, and that clam the Mizukage uses is a pretty badass genjutsu as well.

Decision: Win goes to Mizukage most likely, but Gai can absolutely pull it off.
