Blitzing is out of the question, they're both extremely fast, gai may land some hits but it won't matter if Ay grabs him like he did to sasuke.

This is pretty obvious, garra has seen both of there speed and was way more impressed with guys speed. Also edo madara wasn't really that impressed with the raikages speed but rikudo madara barely avoided guys speed. If they were to fight I see seventh gate guy blitzing A and then ending it with hirudora

Speed doesn't matter if there's not enough power to back it up. I also have my doubts regarding Gai being faster than Ay when the latter combines Shunshin + Raiton Cloak. For that brief moment he can Liger Bomb Gai.
I'm pretty sure Gaara was amazed at Gai's taijutsu, not his speed.
