In fact, Rinnegan Madara - as Rinnegan has no pre-Cog ability - moved back and blocked all his attacks. When he tried Afternoon Tiger he was blown back easily. Not sure how anything Gai did had any value whatsoever.

Gai is not at V2 Ae's or even faster than V1 - it's preposterous. The guy's reflexes are at 'Flashes of Light' level, Minato had to resort to FTG to dodge his V2 Speed. Now unless Gai moves faster than Teleportation or is anywhere near it, he takes Ae. Otherwise, no.
And you took that statement made by Shee literally? If that was the case then he wouldn't have gotten outdone by Minato, since with those reactions he would have easily reacted to Minato's striking speed (which JM Madara casually did).
