ok i wanted to no y none of the villages dont let me join is there something i have to do or what

nothing you can do really..it just depends on if the village is accepting members or if the Daimyo/Kage has checked the group memberships recently.
I do suggest that you start getting involved in the RP if you want to join a village as some leaders won't allow members in with low post count.

For example: To make a Hyuuga or Uchiha biography (a custom one, or a canon one like Sasuke) you need atleast 1500 posts. This, however, is all explained in those stickied thread as well.
