Well probably I'm gonna get flamed for this but anyway, for me I am looking at the Konoha 11... and Sakura became a hell of a pretty good shinobi considering the fact she has no Kekke Genkai, literally none.
She's the only Haruno we've ever heard about, nothing more was told about her clan, she had nothing impressive all that she did was train. And got where she is because of that training and now she's one of the top tiers in Konoha 11.

As for the older ones, well we don't know much about Minato, but he could be considered another one cause we've never seen a Kekke Genkai on him. All that he did was just invent his own jutsus, a pretty impressive feat, and combined them with Uzumaki's sealing jutsus and that made him one of the top tiers. And with no Kekke Genkai...

How on earth does it not count if he is a Sarutobi. It is a coincidence that Sarutobi's have learned techniques easier. That is not something passed down their bloodline, it just happens. Asuma was a jonin but he wasn't on Hiruzen's level and Konohamaru may surpass him too. There is no evidence that he learned techniques because he was a Sarutobi. People need to stop taking away from Hiruzen's achievements.

The eight inner gates is not a kekki genkai, because Rock lee can do it as well, and even Kakashi can open the first gate

Who's the greatest shinobi who doesn't have a KG or special clan trait that's known of? Orochimaru really surprises me, he's a badass antagonist and he rose to the top with no help of KG's, chakra boosters like bijuu chakra and sage mode, or a special clan trait. But other contestants are:

Guy

Jiriya uses sage mode.
