Dnt use BS logic's ..Sage is the first knwn Shinobi in NV and he is the first one to hold those tool's also it is stated more than one time in manga that he is the creator of Ninjutsu and Sealing jutsu ,Sage is the one that created those tools unless proven otherwise

Where is it stated that Hashirama created that stuff? Oh lets see, the scroll of seals was in Hashirama's possession.. it doesn't take a genius to create scrolls.... unless you have proof someone else created the scrolls.. You are tryna act smart.. yet did the same thing for the Sage... lmao. Sorry, but the tools have no stated creation =]. Where is it stated he was the first one to hold them? No where.... lmao. He is the creator of ninjutusu good for him.. but there isn't only 1 ninjutsu.. Tobirama created Edo tensei which is also ninjutsu.. and same for many others. Sealing jutsu.. many others have created sealing jutsu.... Gaara for example.. lmao.
