Mines:

1. Tobirama..... easily because he figured out a way to resurrect the dead.. strongest jutsu made X_X

2. Orochimaru.... a lot of jutsus that he himself created... immortality and the whole voldemort style soul thing. X_X

3. Tsunade..... counters to all of chiyo's poisons, Byagukou, other medical ninjutsu.

Hashirama, has over 7-8 scrolls, many kinjutsu, Mokuton, Sage Mode that is unknown..... . He could easily qualify for the greatest creator..... along with rikudou of course. But he had a basis to start from.

Dnt use BS logic's ..Sage is the first knwn Shinobi in NV and he is the first one to hold those tool's also it is stated more than one time in manga that he is the creator of Ninjutsu and Sealing jutsu ,Sage is the one that created those tools unless proven otherwise
