The Jade Emperor is a ruler of “outer world” or "Plain of high heaven", which we will call the place of Kaguya’s home until Masashi decides to name it. This “outer world” or "Plain of high heaven" is home to unearthly beings and we know this because of the titles given to the Juubi's Origin's by the Kyuubi:

Ame-no-mahitotsu-no-kami or more commonly known as the Ippon-Datara hails from the Plain of High Heaven which refers to the vast realm in the high heaven that is in contrast to "nether world". This kingdom where the Jade emperor resides bears a striking resemblance to the Kingdom of

and the Byakugan perhaps will be revealed to be an asset of the Xians. Over an uncertain amount of millennia the Xians would be held responsible for

however, the people created would only be able to harness spiritual and physical energies within themselves as separate entities.

I presume this “Kingdom” is to explain where such entities such as Susanoō come from. Kaguya is the daughter of the Jade Emperor and, thus, is “Princess Ōtsutsuki.” For one reason or another “Princess Ōtsutsuki” was set to Earth to receive the Kālachakra.

Of these thoughts and likelihoods, the most tolerable is the setting or background of Kaguya Ōtsutsuki. It will literally mirror the mythology of the Jade Emperor, Xi Wang-mu, and the Kālachakra—which will be given either in the Mūgen Tsukuyomi arc or the succeeding arc.

You know, Ironically enough; I wrote this collaboration 2 years ago but decided not to release it until I saw what route Masashi would take with Boruto the Movie. ​

This sounds interesting and all but the databook said Kaguya was the leader of the otsutsuki. Why would she take orders from someone else?

She couldn't handle fruits powerand did so out of fear to prepare an army to battle Momoshiki (who was defeated by Shinobi); showing that she had doubts in her own abilities to fend them off and adding that to the fact that she must have some origin which would sync with the strong mythological references in the Manga all makes the Databooks claim very questionable. ​

maybe with my theories. Human is just like source of food to harvest. Maybe Kaguya fall in love with Human and her son is half breeded. They know the truth so they want to stop the war and fend off their mother, so earth can become safe place for human to live....

Hagoromo stated that people accepted Kaguya benevolently as a Goddess; don't think this would be the case if human's were considered as such by the Goddess as in that case fear would be the initial reaction. Since the Shinju and people were already in existence it hints that it may not have been her first visit to pick of the fruit however, some circumstance occurred and she ate of it and never returned to that "far away place". ​

Alright and I agree but in an understandable sense, Kinshiki is an external part of Momoshiki's power. The logic behind her action's and certain implications refutes her being leader the true of the Ōtsutsuki, in my opinion. ​

Possibly, neither momoshiki nor kinshiki addressed Kaguya with honorifics.
